The area above the stairs is nothing like a trailhead and past the stairs is a rather skinny trail. Not sure what the official rules are, but sleeping in the parking lot would be your only option and I wouldnt call that camping, hah
No. But, only about 5-10 minutes away is 4 Mile Creek State Park with an amazing campground.
