Yes you can. If you go to clevelandcountywater.com there are ways you can pay. Can do a bank draft or use the third party global for a one time payment online. But on the website tells you different ways to use it.

The deposit is $110.. And you have to have your rental agreement with you.. Also it's a cash only facility.
