The automated system is messed up and charged my account 4 times in one month. Called, upset as you can imagine, and the first last was rude and told me to not keep attempting payments. I advised I’m on auto debit and never attempted any payment and that it was their system. She transferred me. Never used vulgar language, yelled at her or anything. Horrible morale and customer service there.

They should be back at 1. If nobody is at the window just let someone at one of the other windows know and they'll get you fixed up.
This depends on your house construction. There is the Main one installed by the city under your meter. This would be located somewhere in your yard. The next one(if equipped) will be just inside your house where your main water line comes in. This could be in a crawl space, or basement location depending on what you have.
