You can connect to the light rail from the airport and then get off in downtown Tempe and walk maybe a mile or so to the beach park. I don't recall if it stops twice in Downtown Tempe or just once. So worse case about a 2 mile walk. But it will be beautiful that time of year and an easy stroll through campus and downtown.

I'm pretty sure it is unlawful to be messing around on the park, but it's probably loosely enforced. And I'd bet the sidewalk by the lake is always available.
However, the parking lot does get closed and locked at closing time and you have to call Tempe police to come let you out. I don't imagine they will be happy when they get there either

No permit is required for groups but there is only one place for seating of large groups and that is on the south entrance of the park. On the city of Tempe website there is no option for reservations at that particular park

The kids splash pad no longer exists. The city of Tempe can not control the homeless population and had to shut it down due to the high number of constant repairs needed among issues.
