For our low-income housing apartments (aka public housing), we are accepting applications. Please note, however, that our 1 bedroom apartments have the largest number of applicants on our waiting list. The wait time can vary, however, with over 350 families on the 1 bedroom list, the wait can be 1 or 2 years. For our housing choice voucher program (aka section 8), the waiting list is closed. Pregnancy will never prohibit anyone from being eligible for public housing or the housing choice voucher (Sec. 8) program. The Harrisburg Housing Authority will be opening its Section 8 wait list on August 27-28, 2018. It will be strictly an online process unless reasonable accommodations are necessary. Moreover, it will be a lottery.

Unfortunately, HHA is not a rapid-rehousing entity. We do provide preference points to individuals that are homeless. However, HHA has a waitlist for the limited vacant housing that we manage and a closed-waitlist for our housing choice voucher program. Unfortunately, our Housing Choice Voucher (Section 8) waitlist is currently closed. Every 2-3 years, HHA tries to open the wait list up via a lottery. Although HHA would prefer that no one has to wait for any lengthy period, if you are currently on the previous lottery wait list, then it is reasonable to assume that you may be on the wait list up to 2-3 years. If you are on the closed wait list, our advice is to contact the HCV office and find out what your current wait list position is.
The Harrisburg Housing Authority is primarily funded through the US Department of Housing and Urban Development (HUD), a federal agency.
Make a request to your local HCV (Sec. 8) office to "port" your voucher to another jurisdiction (in this case Harrisburg). They will direct you and also contact HHA's HCV office in order to process the porting of your voucher.
HHA has two primary programs for rental housing, Low-Income Public Housing (LIPH) and Housing Choice Vouchers (HCV) (commonly referred to as Section 8). Each program has its own waitlist. For HCV, the waitlist is closed and no date is presently set to reopen the list. For LIPH, the list is open. So, if you apply for housing and are placed on the waitlist, the wait time depends on the number of bedrooms that you have requested. Some apartments, e.g., 1 bedroom apartments, are much more in demand and, therefore, the wait time is significantly longer than other apartments. In general, you can expect anywhere from 3 months to 3 years depending on the type of apartment.
Unless you are currently a participant in one of our programs, unfortunately, we can not assist you. You might want to contact the Pennsylvania Housing Finance Agency (PHFA). PHFA has homeownership programs that might suit your needs. Good luck!
