Yes, nothing is complimentary at this hotel. However they do have a nice sized cafeteria with a lot of options and reasonably priced food. They also have a Starbucks in the lobby.

Yes you can, it's right across the street on International drive, you don't have to walk around the fence if you go towards the boom gate, traffic gate for the parking garage you'll see there's an opening on the fence for pedestrians that's its almost right across from it so if you need to go Walgreens or any other shop or restaurant on International dr. You can just walk through there.
