You can ride on the beach, but there are also lots of sidewalks and the local streets are both pedestrian and bike friendly.
Yes. There is a long "boardwalk", which is essentially a ribbed, rubber path that takes you down to the beach to set up where you want to sit.
Before you enter the boardwalk to get to the beach, you will see a small water play area. It's really cute, with benches for parents to sit on. Also before you reach the beach, there are swings and shaded sitting areas to rest, dry off, and enjoy.
From the Friday before Memorial Day through Labor Day, dogs are NOT allowed on the beach from 10 a.m. to 5 p.m. You CAN take your dog out on the beach before 10 a.m. and after 5 p.m. all summer long.

I would not go to Coligny if I were you. Go to Hilton Head Beach or drysen Beach. Much better experiences and much less crowded

This beach has restricted seasons and hours for dogs. During the summertime, from the Friday before Memorial Day through the Tuesday after Labor Day, dogs can only be on the beach before 10am and then after 5pm (they are not allowed from 10am to 5pm). Pets must be leashed. During the off-season and winter months, from April 1 through the Thursday before Memorial Day, dogs must be on a leash between 10am and 5pm. From the Tuesday after Labor Day through September 30, dogs again must be on a leash between 10am and 5pm. At all other times, dogs may be off-leash, but must be under direct, positive voice control. People are required to clean up after their pets. There are 30 metered spaces for beach parking. The cost is a quarter for each 15 minutes. A flat fee of $4 is charged at the parking lot on Fridays through Sundays and holidays.

We went on a 2 hour crab boat where we fished for crab and saw a few dolphins as well! It's in the back harbor so water isn't rough at all...

Not around Coligny. We camped on St Helena Island by Beaufort. So nice and about 40 mins away from Coligny Beach.
Yes, but on a leash or good voice control and no chasing the birds or running kids. summer hours have restrictions. Plus think of your poor dog on the hot sand burning his paws. Don't forget the doggie bag and watch out for the jelly fish.
Soooo many shops. 5 minute walk. Coffee, ice cream, t-shirts, beach gear, etc.
None in the restroom, they are all outside. Nothing private. They have the foot ones near the beach and the full showers near the parking.
There is a big fountain for kids to play in, changing rooms, bathrooms, wifi, chairs, umbrellas, and a huge beach.
There is a large, free parking lot just across the street from the main beach access. It has never been full when we have gone.
Hilton Head Island beach regulations include the following prohibition: Removal, harming, or Harassment of any Live Beach Creatures (Sea Turtles, Sand Dollars, Conchs, Starfish, etc.)
