Yes , as of the beginning of the pandemic most of the services are done online or over the phone . You can go in for emergencies but they are more than likely going to send you to the online portal.

You can walk in at some locations. I would call the 800 number but that normally takes awhile for someone to answer. I was able to order a replacement card and was out of there in 20 min. The card came within 5 days.
You should apply immediately. I goofed! You apply 2 months BEFORE your birthday. You can do it all online! Or you can get help on the phone. But whatever you do, make sure your address, phone, direct deposit info etc is exactly right on your application. It is a pain in the behind if you make a mistake. Voice of experience.
