They are open, but you need to arrive super early, 7am, to get a place in line. 10 am is the cutoff. And they are not scheduling any further appointments because they are booked for months.

I think you need to do that online. They are limiting in person visits unless you are essential services. But you may want to check online and see if that points you in the right direction.

Their website and staff say that DMV staff will be reaching out to reschedule people with cancelled appointments. All new appointments are suspended until August in order to make sure cancelled appointments are rescheduled and seen. The DMV rep said they should call or mail you a new appointment time.
