You do not need an appointment. You just need to show up at the gate, take a ticket and get inline. Even if you have 10 cars in front of you, the wait time is around 10 minutes, even on a Saturday morning. If you can get there in the morning or early afternoon, you might not have to wait at all. 5 minutes later, you will be on your way with a new sticker good for 2 years.

The registration doesn't tell you when you need to get inspected. I would renew your registration before going to inspection in 2020

I believe you can be ticketed by the police. They can see or check that you do not have the proper tag on your license plate and the fine can be hefty so please be careful and try to get it done in time.

Go online and change your address with motor vehicles.. print and bring with you... for inspection all you need is your registration and insurance card and your license. They are not so concerned with your current address as that the car is registered and insured... I could take your car to inspection. ..
