Depending on the location... some delivery are done up to 8pm Almost all deliveries gets delivered the same day.
YES DRIVERS DO MESS UP! 1 PERSON Tried to deliver my package to my neighbor 2 blocks away. When they refused delivery my neighbor saw UPS delivery person throw packages into next persons yard. Where someone stole them... I'm still don't have my packages.....

You can Google UPS locations to be sure, but I believe that they open at 9 am.

Sometimes when there's no one home to accept the package they drop off the package at A access UPS pickup point, near your neighborhood. they usually print the address on the receipt where you can pick up your UPS package at access point in your neighborhood.
