This situation is really trash, they can't provide service and no one cares, if the requirements and laws are placed on the people by the state, then the state should accommodate the people. Hire new employees that's willing to work. Answer the phone, server the pupil.

If you do not make an appointment with the DMV my suggestion would be make sure you're there around 6:30 a.m. to 6:45 a.m. you the first 20 that gets in and it will be a quick process. I just did this process and I was in and out within an hour. I'm not expert but i believe you need proof to show that it was left to you. Also you will need the previous owners info for the vehicle. My suggestion is to go to the dmv EARLY on a Monday or Tuesday. Write down a list of questions you have an ask them all and go from there. They don't answer phones (I learned that the hard way.
