This situation is really trash, they can't provide service and no one cares, if the requirements and laws are placed on the people by the state, then the state should accommodate the people. Hire new employees that's willing to work. Answer the phone, server the pupil.
Go online between midnight and 1:30 am. You'll get an appointment for 2 weeks from that day. The site might say high demand for appointments and crash. Just keep opening it til you get in. FLHSMV website

None of the DMVs are currently accepting appointments. Walk in only, or so the website says.
