Just moved to WV from PA. Needed to transfer my CDL to WV and no one there knew the exact process or paperwork to fill out. The only person that was working was the little lady at the information desk. There was about three other women that walked around trying to look busy as there was a continuously long line. Great first impression of WV.

I’d recommend making an appointment. Especially if you’re going in on a Friday afternoon. Just saying…that line gets quite scary. I was there to make a couple simple changes - all well and good, the person serving me was friendly enough. But I didn’t realize until I got home - they got something wrong. Called them, but I had to go back in. I wasn’t able to until the next day. All that said, the person who messed up the information went well out of their way to make it right, which I definitely appreciate. I do have to take a star away for them messing it up in the first place, though.

They take walk-ins you will have to go very early in the morning so the lines aren't long they open at 830
you do not have to go the DMV to renew your license and registration - but you do have to leave your house as of now. Sheetz have kiosks inside that allow you to submit the renewal information as long as none of your information has changed and you don't mind re-using the picture on the card.
To the best of my knowledge they are closed on National public holidays.

You make an appointment to be seen, then bring in your birth certificate, social security card and a utility bill as well as the mandatory fee. If you walk up, you may be seen that day but you'll wait for hours.
Go to the DMV website and download the form. Fill it out, have your doctor sign off on it and send it in to the DMV. The placard is free as long as your doctor will sign off on it. I have severe asthma and my doctor signed off on it and I got it within 15 days.

It depends on if you're moving within the state or in from out of state... You will always need proof of identification, (your license will work), and two proofs of residency. They can be utility bills with your name and address, they can be w2's, pay stubs... There is a.change of address form on the wv dmv site that you'll need to fill out as well and just make sure you have everything they request. I'm not sure if you'll need proof of ur ssn or not... It depends on whether you want to use your license as a federal or "real id" or not... You need more documentation for a real id, like or ssc, birth certificate, etc... If you're not making any changes to the information on your license you can also do it at a kiosk. There re kiosk locations listed on the wv.dmv.gov site
There are branch numbers posted on the wv dmv site.. I'd try the branch where u went to get it... But I just got my licensese reissued several weeks ago.. they gave me a paper temporary license, said I'd get my permanent one in the mail in 7-11 days... I had to go back to the dmv after that and asked them in person and they said it's taking 45 to 60 days for the permanent ID's to arrive now. So if it hasn't been more than like two months... U can give the branch a call .. u can call the Charleston dmv number also.. just keep hitting options til u get someone and ask them to direct u.. but yeah, they're taking forever, it's probably just still in queue.
You can take your chances and hope for a no show or that they can work you in if they're not terribly busy... I've.found the moundsville and.prkersburg dmv's to be the least busy. The reason so many people can't make an appointment online is because like every dmv is booked.out for month and a half... U have.to.keep clicking over to the next month, next month, etc... Eventually you'll find an opening. I went to two different dmvs hours away from my house just to get in sooner. U can just google "make an appointment wv dmv" and it'll find the page for u... Click on the type of transaction u want to make an appointment for (license test, titling, etc) then just click through all the locations and try to find one with an opening, or just stake one out. It's really just playing the odds either way.

For a photo id you will need a social security number and a proof of address. For proff of address you can use utility bills. And even if you lost your SSN card, can you at least remember it. If not then you probably have to go tender a report at the Social security office that it is lost. Then see if you can get another one issued.

Not necessarily, however if you are going for a road test, it is expected that at least an adult with a valid license goes with you as they have to stand as a guarantee that you have been driving Under supervision with your learners permit. As regards your mum's boyfriend going with you, as far as she gives her consent it should be fine.
