Does the person who owns the vehicle have to be with you to show they own it when taking a drivers test or can you have someone else with you with a valid drivers license?! And also have the registration and insurance with you of who owns the car

First-Time Applicant Any first-time applicant for an instruction permit, driver’s license, or identification card must present one (1) proof of Social Security number document, one (1) proof of identity document, and two (2) proofs of WV residency documents. An applicant under the age of 18 applying for their GDL is required to meet the school enrollment requirement as listed under the School Driver Eligibility Certificate section on page five (5) in addition to one (1) proof of Social Security number document, one (1) proof of identity document, and two (2) proofs of WV residency documents, a valid School Driver Eligibility Certificate , and the DMV-DS-23P provided by DMV. The School Driver Eligibility Certificate can be used as both proofs of WV residency, provided it shows a physical address for the student. If the School Driver Eligibility Certificate has a PO Box listed for the student, you will need to provide an additional two (2) forms of proof of WV residency
