This is an under rated East Bay Regional Park. Great trails and variety. Around much of the lake is a nice paved trail good for kids biking, but wonderful, adventurous trail running between the lake and Redwood Regional Park with ridges and gullies and grassy meadows, stands of oak, redwoods, cypress, and more. Regular sightings of hawks, turkeys, coyotes, rabbits, and more. Great for mountain biking

Anthony Chabot Regional Park is a great park to visit to go hiking or biking, or simply spend the day with family. More crowded on weekends and holidays, but kind of a hidden lake and a large park for the Bay Area since it is so close. There are miles of hiking and biking trails and the further away you get from the main entrance the less crowded it becomes. There are also secondary parking areas around the perimeter of the park for those that want to avoid the crowds. The main entrance has paid parking within the park and there is also plenty of street parking just outside of the park. Well worth a visit and can easily spend a full day here if you choose.

You can walk in for free. If you want to park inside the gates, there's a fee and a fee for dogs, walking in or not.

They are through out the area. There is a map online that shows where there are bathroom only, and the ones that have showers also.

From what i saw, I think you could get one in, but I'd check with the reservation office to ensure its within the guidelines.
Day hikes, several trail heads have free parking. The picnic area at Redwoods regional park has a per car fee which was about $5, or free to Regional Parks Foundation members. Annual fee is about$70, but gets you effectively 2 free vehicles per visit.
