The Utica DMV (train station) was built in 1914, okay that's the same year World War 1 started. To be honest, I don't think many updates have been made in the past 108 years. The place is an ugly, inefficient toilet bowl with worthless employees who seem to be angry all the time. The Hell spawn that reside there must get a bizarre satisfaction with giving you a hard time and making you feel like you did something wrong. The street parking is typical of Uticrap New York. I had to park under an overpass with loud construction going on near by (fun). The woman who was pretending to help me acted like I ruined her day just by showing up. Seriously, avoid this place like the plague, just run.

Phone service non existent. If I had the means or wanted to do things on the website, I wouldn't be calling..even called then 518 number given and still. Nothing.... Update: this is just about my experience getting lost in the phone system. I went in on a Friday and was amazed how fast I was done....I was prepared to be in there for hours...humans Over automated always my first choice

Went in to get a new permit after mine expired (I haven't gotten my license yet). I took the permit test online and verified all my information, including filling out forms. Instead of telling me Oneida County does not accept online permit tests, the lady at the information desk with purplish-red hair argued with me about whether or not I had enough identity points (which I did- insurance card, old permit, social security card, birth certificate). Clearly she had no idea what she was talking about. She then gave me a form that I had already filled out and refused to let me show her I had done everything online. After, I called the Rome DMV and a very kind, polite lady informed me Oneida does not accept online permit tests but I could take an in person one there. Why couldn't the Utica DMV lady give me such a simple response? Instead she lied to me about the identity points and turned me away. Won't be coming back here. Highly recommend the Rome DMV.

DMV here has a point system, but I believe if you go down with your current license, social security card and birth certificate you should be okay. You might need to bring a utility bill or something with your current address on it. If you have a passport, you should bring that as well, just to be on the safe side.
I believe that you have to go to DMV to do that, as you need to have your photo taken.
I dropped off all the paperwork and then it took them a week to get the money out of my checking and I still haven't not yet received my registration so it should be in a couple more days

You'll need to go to one of the DMV offices. The Utica office usually requires you to wait in line for multiple hours. Your best bet is to go to Rome or Herkimer.
