Called the office to get answers to my questions but was immediately told that they could not help me and told me to look online. There was no need to be rude and why not just answer my questions while I was already on the phone?! Another reason for me to continue with the withdrawal process.

Overpriced, unhelpful, not well trained staffed. RAs can be nice but they are usually not well trained. I wouldn't recommend on campus housing. Lived on campus for 3 years and their service kept declining with the prices increasing. Find someplace off campus. You can find much better housing for less than half the cost off campus. The convenience of on campus is nice but there are apartments very close to campus and the bus system connects the town well. Like others said, they are very unhelpful and dodge calls and emails.

I wish WSU housing director keep tracking their employers and make sure they give support and help to WSU students when asked, i.e friendly and professionally.

WSU has one-bedroom and studio apartments in on campus housing.
Depending upon the Residence hall yes. For some of the newer halls you can bring your own mini-fridge. For older halls Micro-Fridges are available for rental on a first come first serve basis. You can find additional information at Housing.wsu.edu/housing-essentials/what-to-bring/
You can pay anything towards your WSU housing bill at the housing office. You can also pay online.
