I was all braced to make a two hour trek and fill out teams of red tape for the documents I needed. The vital records department is fortunate enough to have Stephanie Perez in their office and she was a joy and blessing . Her help was given with a happy and friendly effort I felt more as if I were doing something for her instead of the actual case. Wow! Yesterday my little wife and I went down to Reg Of Deeds office to get our updated wills notarized and witnessed. If the person was born in New Hanover County, the cost is $10. If they were born in another county in NC after 1971 we can issue them for $24
The Register of Deeds only records documents and is unable to answer questions that can be considered legal. We always recommend that you go through an attorney for important matters such as these. But whether or not you can or should do it instead, I couldn't say.
If the person passed away in New Hanover County, the cost is $10. If they died in another county, you must go through that particular county to obtain the record.

If you're asking for the birth certificates for the twin grandsons and they were adopted by their stepdad you're going to have to go through the Raleigh office to get it. All adoption records are sealed and no longer available at county level you can call the office for the number to reach the adoptions department
Your parents & grandparents are allowed to pick up birth certificate or your spouse! You can also order it online!
You can get your married licensed there but you have to go up a block to the courthouse to get married on the third floor room 318

The Register of Deeds does not keep records of address. The tax office may be a better resource for that.
You cannot download birth records. The main website has a public search feature where you can search vital records but you will only see the indexing info. You could access them from the public search vault in either office.
