There are lots of parking garages nearby. There's also cheaper parking down along the river below the arch on Leonor K Sullivan drive. It's a little tricky to get to because of construction, but is only $5 during the day.
Yes, there is no free parking. If you consider paid parking a problem, then yes parking is a problem.
If there is dedicated Arch parking I have never found it. Park in the city and walk in, or take the metro and walk over. Nearest parking is probably a quarter mile, and plentiful parking about half a mile - parking garage on the North End of the park grounds, by the metro stop.
Best parking is on the levy. $5 right on the river bank. Parking garage only blocks away. $10

You can park close for a small fee or you can park in the city and walk. But there is plenty of availability
