You can go into the arch museum, below ground at the base of the arch. They also sell tickets to go to the top of the arch (inside) where there are viewing windows. Beware, it is very claustrophobic to go up in a tiny elevator car, and the arch at the top often feels like it is swaying.

You certainly can. Tickets are sold at the entrance to the arch museum. Ticket prices are very reasonable. The trams take you nearly to the top. And a flight of stairs takes you tp an observation deck at the very top. There are 2 trams, North and South. You are assogned which tram you'll take to the top, but you can use either to descend. The deck can be crowded, but you can stay as long as you like. It's air conditioned, but can get stuffy on a hot day. The views are spectacular!
