Yes, they need to be registered and insured. If you go to a Ranger Station for the permit, you will have to show them your current registration and current insurance cards. You have to put all of that info on the application for the permit. There's a Ranger Station right by the Marienville trail head.
Yes they require it, I haven't seen a ranger but not worth the chance.
