You do not have to wait for phase 3. Even when dmv opens there will be no registration transactions done inside all registrations are drop off or mail only. Renewals may be done online. You have two options. Drop off all of the required documents along with a copy of your nys license in a sealed envelope in the blue drop box no later than 4pm. Or mail it to Albany. The documents will be examined within 48hrs. Make sure you include a phone number & email address. If you are missing anything your items may be mailed back to you, which will delay the process. If you want your plates and registration faster than 2 weeks, in the envelope you are dropping off you can include a pre-paid next dayFedEx envelope (this is a suggestion NOT mandatory) this suggestion my not be an option at another location. otherwise it will come standard mail. The time frame depends on your post office.
BrooklynGirl is right. If You need to register your car you can drop off at the DMV. They have a drop off box and once it's processed you will receive everything in the mail. Just make sure you included all your paperwork. Completed the application or DTF-802 form to pay sales tax if applicable. Insurance, and proof of ownership. You can check dmv website to ensure all your docs are complete before coming to the office, otherwise everything will be send back to you unregister. If you feel uncomfortable than I can only suggested to wait until phrase 3 but you must make reservation before coming into the DMV. Best of luck.
