YES it's open, some mask restrictions, limited shuttle services and some limited hour changes in restaurants etc.
All sides aren't open and yes, it's okay to bring a 2yr old. The best thing to do is look on the website to see which sides will be open during your visit

In general I agree, however, it's a dangerous place, lots of places to fall a long way. You have to keep very close tabs on children. I strongly suggest one of those backpacks with a leash. Also, plenty of water and sunscreen. A good hat is important.
