They are in the process of building handicap access. Right now, you may only access the caverns by descending stairs. By this time next year, they should have the new access point ready. Page Co resident, was just there last weekend. The girl at The ticket counter explained the construction, and added "Right now we are not handicap accessible" Hope thathelps...
Not sure how the process works but we saw several handicapped folks buying cavern tickets when we were there. Call them with questions

Yes, its Wheelchair accessible, but it's not easy. Need at least 2 people to push around and hold it on the slopes. Also you will have to get Wheelchair down n up the steps and person who is going to use wheelchair has to walk down 68 steps and walk up 76 steps by themselves. Also, they don't have wheelchair, you will have to get yours. Just did a wheelchair tour past weekend and due to recent rain, it was very wet all around, so bw careful. Not easy but doable.
