Yes it is, but there are a one very steep incline that should only be attempted in a wheelchair if your handicap is ambulation. The whole cavern is a 1.3 mile walk. There are no steps since they remodeled the entrance and exit.
The entrance and exit had steps but my daughter heard they had a handicap accessible entrance. There are some steep parts, so be prepared.

There are no steps. I'm not sure why anyone would say you have to be prepared for any steps. The entire route through the caverns is a pretty smooth surface with the exception of some texture added for grip. 90% of the route through would be fine for a wheelchair and an average person pushing. There is one section towards the end though that would take some effort to get an individual in a wheelchair to the top of a slope. I would estimate it to be about twice the grade of the typical wheelchair slope for that brief stretch. I would call them. I got the impression that they were very customer friendly and have very likely helped others out in the past. If nothing else I bet they'd let you go to the steep part and then turn back followed by entering the exit and seeing the end which is after the steep part. The slipped area isn't very long and almost everything in that area can be seen from other areas of the path which aren't so steep. I hope that helps.
I would not recommend the caverns for anyone that is wheelchair bound.

Not sure. But I didn't see anyone with wheelchair. And we didn't take our toddler's stroller, the terrain wasn't smooth for it...
Kinda..But you need bring your own wheelchair and also be a little prepared to climb ~40 steps
