If you have the city pass, one of the places includes is this observatory and has fast track access, as well as it's one for over the restaurant. About the brunch or regular restaurant my opinion would be try to avoid it, it's so expensive in terms of quality and service, it's true that the views are included and is less crowd than the observatory, but there is several places to have the brunch cheaper and far away better.
If you are going to 95th....the restaurant...for brunch....I'd recommend it. Drinks at the 96th no and a fave of mine since you aren't paying for just the view as in the case of the Observation Deck, "the absolute top", but not worth it. The 95th and 96th usually have fewer kids and much less waiting in line or jammed into elevators. Enjoy.
