There is a floor where visitors can take in the views across the city and the lake from all sides. It is on this floor where the tilt ride is, although this costs extra.
No it does not. That is a Skydeck feature only in Sears Tower aka Willis Tower. 360 Chicago aka John Hancock building has a Tilt ride that is all glass which tilts the glass platform you are standing on about 30 degrees towards the outside of the building. I've been on it several times and it is a great experience
