Not inside the shelter you can meet them at the frount desk or out in the parking lot...
You may do a "professional visit" in a private room during business hours with prior authorization from the staff and sometimes with a walk-in but otherwise, they will allow a visit in the front foyer. They will not go find your client or confirm nor deny they reside at the shelter. Your client must know what time to appear in the lobby and if you should need to call them, they cannot receive a call through the shelter phone. Certain legal entities such as police, sheriff, power of attorney, parole officer, probation officer, process servers, and military can obtain privileged information and have a client summoned to appear at the lobby. Pizza delivery drivers can leave the name for the order with staff and the client can be notified without the staff confirming nor denying the existence of such client residing in the shelter. To clear up any misconceptions about the rules, what is important to know is that the staff doesn't confirm or deny that a person resides in the shelter.
