Admission is free to BBG on following occasions: "Winter Weekdays": Tuesday–Friday, only from December–February. Friday mornings before noon, only from March–November. Children under 12 are always free. PS Members do not get in for free, they pay membership fees for the whole year. Street parking and private lots is ample in the neighborhood. I do not recall BBG having public parking facilities. Check the website and call to confirm.

If you are a member of another botanic garden or arboretum that participates in the American Horticultural Society's (AHS) reciprocal admissions program (RAP), you can also get free admission to the grounds. The RAP ticket does not include admission to the conservatory or featured exhibits, however. You can also purchase a membership with AHS without becoming a member of any specific garden for $35/yr for a single individual or $50 for a couple. Either way you choose to do it, AHS's RAP program gets you free or discounted admission to tons of botanic gardens and arboreta across the country and will pay for itself very quickly if you like to visit such places! Well worth it.
