The Amtrak station closest to Silver Spring would be Washington's Union Station. From there you can take the Washington Metro (Red Line) directly to Silver Spring, an approximately 15 minute trip.
You can bus, Marc train or easiest metro to union station D.C. Amtrak does not stop at the silver spring train station.
