For a diehard canoer, the water is always high enough. You may have to drag your canoe through a few ruffles tho. Always wear old tennis shoes!
It can be too low for anyone but fanatics. A group (4) of us took the Milltown to Rothrock trip. At the start, by the dam on the down stream side, it didn't look too bad. By the time we got about 1/4 of the way we had to drag the canoe almost constantly. We didn't make it until well after midnight! It was hell.
If you have to ask, just stay home and play Wii.
