It is open and passes are available, but as of 2 weeks ago the kiosk was broken. So people are just driving onto the beach without paying when that happens, because they cannot pay. I can't promise that is OK, but the sheriff was out and seemed to know what was going on/not issuing tickets...
There is a a payment kiosk to right side of the entrance. Can buy a week pass or day pass. It's open from 7am to 7pm on weekends and 6am to 7pm threw the week
