Many people will fish from the banks. There are several trails that lead to them, but I don't think it is good for young children. Shenandoah University has a stocked pond for fishing. It is great for kids.
No, the Potomac is not easily accessible from the trails and fishing is impractical, if it is indeed even permitted.
