Our tour is at 10:25 am and after we would like to bring a picnic lunch to eat and then continue the ground tours. Is this allowed?

Yes, outside the cafe are some benches. There is also a lawn where you are allowed to walk, sit, etc. behind Monticello itself.

Yes. It is allowed- you can come and go as you please and they want you to spend the whole day there
