Yes you can. The visitor center is apparently closed but the trails are open for hiking . The site is open till 30 minutes after sundown . Enjoy

Yes. The self guided areas are always open.

I believe so as most of the sites the are self guided and no charge

I believe there is nothing onsite to keep anyone out no matter a shutdown or not
