Free to anyone at all times. I walk our dog there all the time. Gates close at 5 pm for car parking but you can walk in. I have never had to pay. You might have to pay for a personally guided tour.

Its all free but they charge for parking depending on where you go. There are booths you pay at depending on where you go.
