No. There are lovely waterfront walking paths that are posted as leash only, and the posted area to go without leash is NOT fenced, but every dog owner we've encountered has been friendly and understanding, even around our rambunctious pup.

The off leash area is pretty much the whole grassy area, which is the bulk of the maintained area of the park. The nature area to the north is signed leashes required, but that is mostly ignored since there is a heavily used shore front north of there (next to oaks) where leash laws can't really be enforced. I recommend going to the larger park just up the hill and walking along the path there. If you really want the river front, I'd walk south of the parking lot along the path under the bridge. You shouldn't run into off leash dogs there.
Plenty of room there for off leash down by the river.
I live in Sellwood. There is no off leash law.
