NO! That just means as of that date, it becomes property of Johnson County and now can be either adopted or sent to a rescue. BTW, a new ordinance just passed by the Johnson County Commissioners lowers the hold period from 5 days to 3 days which makes our fur ball friends available that much sooner!
Usually rhat means its a stray and is on hold u til that awaiting owner to appear and claim.
