There's no sale tax in the state of Pennsylvania on garment (i.e. clothing and shoes). This is always an advantage if you plan to shop a lot.

Yes, cheaper than the Galleria. Most of the stores usually have some sale going on that makes it with it.
Grove City does have great prices, but keep in mind that some of the stores are technically not "outlet" stores, some of the things sold in those stores are full price, same as you pay online or at a mall. As Ms. Cartel said above, PA does not have sales tax on clothing.

Yes Grove City Outlet is in PA, never been to the Niagara Falls outlet. All I can say is visit them take the time to see if their prices are cheaper, it is worth the drive.
Never been to either but my husband gets great bargains when he goes up. I went after Christmas and Thanksgiving and got phenomenal bargains as well.
