If the courts are closed, there's nobody there to answer your phone call. When they do open it'll be difficult/impossible to get through. The Henrico courts merely said they are opening at 10am, not a two hour delay. The first cases are at 9am normally so this is only an hour late. That said, I'd have my client show up at 10am because they didn't say delay, just 10am open.
I would compare it to the schools... If it normally starts @8 and on 2hr delay then it'll start @10. I'd call first thing to ask and also explain your situation. Hopefully they'll be understanding with the 2hr delay and all. I'm sure you're not going to be the only one asking this. Good luck to you!
