I know that entry to VA State Parks is included for camping and cabins. I'm sure that applies to yurts as well. There is no lake but one side of the Park is along the James River - probably not useful for swimming but fishing is fine.

No the parking fee is covered in the Yurt fee - up to two cars. No there is a river (James River) at Powhatan.
I believe that it is 5 dollar to enter no lake on river thank you can rent canoes not sure about renting yurts
