You can get a licenses at Walmart. It you are on disability you can get a lifetim license from the fishories web site

Fishing access to the river bank is limited because of high bluffs, but easier access is being worked on. Fishing licenses are required and are available from the Virginia Department of Game and Inland Fisheries.
