They have removed all the paddle boats. I'm not sure if they will be bringing them back.
Park is free and open. Separate pool entrance is $5 per person and winter Christmas light display is usually $5 per person (only after dark). More details are listed on the Frederick county parks website.

We went a little before dark one of the first people there. Perfect timing as we got done it was packed!

I've attended a birthday party here before. I would suggest calling Frederick County Parks and Rec to see about reserving a shelter to hold the party. They might be able to help answer any questions should you want to use the pool as well.
According to the map on the park website, it's 3000ft of paved pathway. That's a little over half a mile.

I'm not sure why you would need to rent a car for a local park. That being said... I'm sure you could Uber there and back.
If the shelter is rented (posted on the shelter pole), the grill in front goes with it. They do have non- shelter grills stationed in various spots that you can use @ no charge.
The park, throughout the year, closes at dusk. The park rangers see that all visitors get safely out of the park and the parking lots. The ball fields can be open later, from time to time, depending upon whether there are games underway. For the awesome holiday light show during the Christmas holiday season, they let people in until 9:30pm, and they close at 10pm. The holiday light show does close if it's raining.
