Go to the Health Dept in the county you reside in, and you can get it there. Call ahead to find out what documents you need to bring, so you don't make a trip for nothing. I believe the cost is $10.
Unfortunately social security has nothing to do with birth certificates. You'll need to go to the courts of your birth place either city or county. They'll pull it from records. Websites work the best for that. Escambia County for example has a vital statistics a part of the County office which is where you obtain your birth certificate.
