Good golly! If you are going to grouse about something (and maybe you have good reason), at least compose sentences that articulate a complete thought. Yours is one run-on that should probably be at least three sentences, but I can't decipher it enough to tell. I can't tell from your post what the issues are. I assume that your post should have begun with "WHY does your company..." , but even that is sort of silly. It implies that there is a reason why they do that on purpose, which of course they don't. I doubt that the operator was on the phone with you for an hour, but it seems that is your assertion. I don't know what significance 4:08 has because I don't know how much time passed between then and your post. I can say that from my experience with Elite that the dispatchers are efficient and effective, and the taxi usually arrived within five minutes or so of the ETA, and typically before more often than after. But things happen, and maybe you didn't receive that level of service.
Elite is one of the top taxi companies in the valley. The operator is pretty accurate on Eta's and perhaps your call was on peak hours of services dispatched. Elite is very competitive and offers great service to the community
