It is suggested to get tickets for the open house. The open house ends November 20. After that date the temple will be dedicated and afterwards only worthy members of the Church of Jesus Chris of latter day saints can enter.

Yes, 8t is free during the open house. When they are done and it is dedicated only members will be allowed in. There is a visitors center across the street that will still be open and free. It has interactive displays.

Yes it is free. The temple just finished renovations and is open to the public for tours until the 20th (November 2021). They recommend getting reservations/tickets online (no cost), but no one at the temple asks about them. You can totally go without a reservation.
