I keep calling to try to get an appointment to change my last name and no one answers the phone and the operator only lets me enter my ID then ask for a PIN! Then says invalid entree. How can I schedule an appointment?

I am simply trying to make an appointment to get my inspection sticker sent to me. It has been over a month and I cannot do it online.
