I'm gonna say yes. Whether you meant to say paddle boat/board. The worst that can happen is that the park attendants can tell you 'no'. And they are all friendly to the park guest. I did see a sign recently, saying that anyone wants to paddle between 8am-10am, must make reservation. This is new to me, because I kayak a lot last year hear. This year not so much due to low water level, but currently after the tropical storm it's almost close to where it was originally.
I don't think so, there's no swimming if you fall off, and this is not a pretty lake. Maybe 4ft deep and lots of algae. Great place to walk, and you can kayak there. Let me know if I'm wrong. Take care.
