U can go to DMV pay 100 bucks get it taken off to sell car.....

Go to the courthouse and tell them you wanna get your car out of the tow lot and they'll choose a settlement amount that is significantly less than the total you owe. They'll give you a letter to bring to dmv to temporarily lift the lien. Tada title with no lien. Hope that was helpful.
